▌The Central Committee of the Communist Party of China(CPC), with Comrade Xi Jinping at its core, clearly pointed out the following changes based on China’s economic development in the new era. While socialism with Chinese characteristics has entered a new era, China’s economic development has also embarked on a new phase, characterized by its economic shift from rapid growth to high-quality development. Promoting high-quality development is the fundamental requirement for China’s development philosophy, economic policies, and macroeconomic regulation at present and in the period to come.
▌Implementing the new development philosophy and promoting high-quality development is a profound change for the overall modernization drive. China will realize high-quality development in which innovation is the primary driving force; coordination is an endogenous feature; go-green is a prevailing mode; openness is the only path; and sharing is the fundamental goal. 贯彻新发展理念、推动高质量发展是关系现代化建设全局的一场深刻变革，要实现创新成为第一动力、协调成为内生特点、绿色成为普遍形态、开放成为必由之路、共享成为根本目的的高质量发展。
▌Over the past decade, China’s economic strength, scientific and technological strength, and overall national strength have reached new heights. Having become the world’s second largest economy, its GDP per capita has risen to RMB 81,000. 十年来，中国经济实力、科技实力、综合国力跃上新台阶，作为全球第二大经济体的地位得到巩固提升，人均国内生产总值增加到8.1万元。
▌At the same time, the proportion of China’s total R&D investment to its GDP has increased from 1.91% in 2012 to 2.44% in 2021. China has also risen from the 34th place to 11th on the Global Innovation Index (GII). Its urbanization rate has increased from 53.1% to 64.7%; the per capita disposable income gap between urban and rural residents has dropped from 2.88:1 to 2.5:1. Average life expectancy has reached 78.2 years. 与此同时，全社会研发投入与国内生产总值之比由2012年1.91%提高到2021年2.44%，全球创新指数排名由第34位上升到第11位，城镇化率由53.1%上升到64.7%，城乡居民人均可支配收入差距由2.88:1降至2.5:1，人均预期寿命提高到78.2岁。
▌The middle-income group has gradually expanded, and nearly 100 million rural poor people have been lifted out of poverty. China has built the largest education, social security, and healthcare systems in the world. Ecological and environmental protection has undergone historic, transformative, and comprehensive changes. China will actively guard against and defuse various risks. The above shows a gradual improvement in China’s development. 中等收入群体逐步扩大，近一亿农村贫困人口全部脱贫，建立起世界上规模最大的教育体系、社会保障体系、医疗卫生体系，生态环境发生历史性、转折性、全局性变化，积极主动防范化解各类风险。这些都说明，我国发展质量正在逐步提升。
▌The 20th National Congress of the CPC made high-quality development the top task of building China into a modern socialist country in all respects, which further highlights the overall and long-term significance of high-quality development. 中国共产党二十大把高质量发展明确作为全面建设社会主义现代化国家的首要任务，进一步凸显了高质量发展的全局和长远意义。
▌High-quality development, embodying the new development philosophy, provides a more solid material foundation and a basic path for building a modern socialist country in all respects. With security as its precondition, high-quality development constitutes an important guarantee for promoting the steady and long-term modernization drive, and is the fundamental support to ensure that the modernization drive can continuously meet the people’s needs for a better life.
